I don't believe you could. It has to do with the BIOS on the system board, and the filing system of the hard drive. But I am not a Mac expert.

It's definitely possible. You have to be able to inject drivers into the Mac install somehow. Before my laptop at work was given to me, the guy who builds them out had OS 10 on it. It's a dell d420 laptop.

and wouldn't you have to fuck with the firmware on the motherboard?

It's called a Hackintosh and it's totally doable with the right hardware- motherboard, processor, etc. With some simple Googling you can look up if the components in that system would work. Lifehacker.com has a lot of Hackintosh info and tutorials as well.

There are some small retailers out there that will sell you a system that you can simply put the OSX disc into and install just like you would on a Mac.... Apple tends to sue them out of existence pretty quickly though.

Apple's software rules; their hardware prices do not.

I have OS X on my Dell Mini. Basically, you've gotta find a system that has hardware that will support drivers for OS X. With mine, you copy the OS X install disk to a flashdrive, then use NetBookMaker to inject the correct drivers into the OS X "install disk" so they install instead of the normal drivers. Basically you use a Mac to format the harddrive as OS X Journaled, GUID partition map, etc etc, then run the modified OS X install, and if all goes well, you'll be using your Hackintosh in no time. :D
