What's up with people who give good/bad rep but don't say who they are?

Ive given you(and others obviously) bad rep and good rep. However, i decided not to give out negative rep if i am having a disagreement with someone. It just seems like it would be a pissing match if it was like, "We are going tit for tat so im gonna give you neg rep on your post and you will give me neg rep on mine and back and forth." If someone like that D-Bag kid posts some whiney shit, neg rep. If someone else posts pictures of their grandmothers boob job, positive rep.
