When your body sees a color for an extended period of time, in the same place, your body over compensates for that color.

The reason the picture says stare at the dot is because you are "photobleaching" your visual pigments. Your brain overcompensates for this photobleaching phenomena so when the picture turns to black and white, all you see is your eye's overcompensation(which happens to be the inverse color/look at the color wheel faggot)
