Cops enjoyed killing those poor animals. Imagine them telling the story of killing 15 tigers, bears etc to their grandchildern...that was the time of their lifes.

While animals do have some protection in terms of animal abuse being a serious crime, the law still sees them as mostly property. If those loose animals were to kill even one civilian, things could be easily spun into the police valuing someone's property over someone else's life and be dealing with all kinds of legal trouble.
