i dont know any skate parks in france but i do know that many of the people do speak english there- also there is a large tourist population - you have no worries - here is a link to the skate parks in the concrete disciples directory. i suggest calling first because since ive been in germany, listed skateparks have been closed.
i wrote a response but it didnt post ! so im writing again. when i recently went to france i had no problems with the people there and english- you have to remember how many people are there as a tourist. also i dont know of any skate parks myself but i looked some up and found a listing on concrete disciples ill post that the end of this review. i suggest calling them first because many of the parks that are listed that ive tried to find in my location are closed here in germany. hope this helps.

You have a nice skate park in strasbourg , but it 's outdoor
You just have to take the tram and look for "la Rotonde"
If the weather is not good you can go at Haguenau, not too far from strasbourg, a Small indoor Park with a small Bowl:
For more information on strasbourg you should contact Jon Matter (via jon@clacmagazine.com), he lives there and work at the indoor skatepark
Concerning Paris , you have a Small Park in Bercy indeed, not the best in my opinion, but it will help you to meet some riders, there are some of them that seems to live there !
There are lots of good parks in France, but not very close from Paris, and of course the best of all is in Marseille !
