Is it possible to drill out the rivets holding the stock frames out and attach a soul system onto them?
Anyone noted the difference between non UFS roces boots without a soul and a UFS boot without a soul?

I personally don't drill them out as it takes a lot of time and I think it's quite unneccessary. I just tend to take something long and pointy like a huge nail, put in the middle of the rivet from the inside of the boot, hit the nail with brute force a couple of times and it simply pops out. the boot has never suffered any damage and I did it a number of times.
I actually did this a few weeks ago to a Lowrider and put an m12 ufs sole on it.
I initially dremelled with drill bit on a lower speed. Like Domi said its actually easier to flick the rivets out with some needle nose pliers. Cause its a pain in the ass getting to the ones right at the toe of the skate.
The one thing you need to be careful of if drilling, is the heat the drill bit can pass through the rivet and the surrounding point of the boot. Melty time.
There is no difference.
