What skates? Sometimes, you can rotate the whole frame to get the bolt out.
How many skateboarders does it take to change a lightbulb? One, but it'll take him 100 tries.

Oh my bad, assumed it was a UFS bolt. I would just ride it like that till you can drill it out then.

Can you borrow a drill? Rent one? Take your skates to a machine shop and see if they'll get it out for a few bucks?

It'd be a shame to wear down new wheels unevenly like that.

That won't work with recessed axles, he'd cut into the frame.

Or just use a regular allen wrench with a rubber band stretched over it.

Yep, that can work, too. I had to do that with some precision screwdrivers when I was taking a stripped screw out of a lens.

take it to home depot tool rental area. odds are the guys back there will get it out free of charge if you show it to them. odds are it would only take 15 to fix and they charge by the hour. typically they are sympathetic for the customer from my past experience. Hopefully you have a charming personality and get it done quick and for free ninety nine

These things work fucking wonders and they're cheap, like 9 bucks. Doesn't matter what type of bolt it is these will get them out.

grab a flathead screwdriver that is slightly larger, then hammer it into the hex hole. remove bolt. enjoy.

i don't see cutting into the frame as much of an issue as being in the situation he is in with no tools to fix it.
